The solution? Let the people who want higher taxes, pay all they want! Run TV, Newspaper, Internet, Radio and Billboard advertising telling them that the taxes they are required to pay is merely the minimum. They are free to send in as much as they want!
Violla! Problem solved. The higher tax proponents can feel good about paying their higher taxes, and the lower tax proponents can feel good about not paying more than they have to.
